Multiple factors have contributed to the establishment and development of links between the Municipality of Rosario and the local consulates and the embassies in Buenos Aires.

- Rosario strategic, demographic, socioeconomic and cultural significance
- Set of communities settled in the city descendants of several immigration flows
- Increasing activities developed by cities in the world scenario, especially in the last years.
